Medical judgement, across the Pacific.

For health systems, hospitals, universities and insurers working between Taiwan and the United States: a physician and public-health researcher who knows both sides, reads both languages, and writes it down.

MayaYumin Group is a consulting practice in health systems, cross-Pacific health partnerships, medical underwriting advisory, and teaching and research. It is led by Wan Lin Chen, MD, PhD, a surgeon and critical-care physician who spent nineteen years inside Taiwan’s national aeromedical approval system and now teaches injury prevention and public health. It is a small, independent practice, and it does not do medical assistance, evacuation or case management.

Practice

Four kinds of question we are asked

Each engagement starts with a clinical, system or policy question and ends with a written opinion you can act on. We are asked by health systems and Indigenous health services, by hospitals and universities on both sides of the Pacific, by life and health insurers, and by founders building health ventures between Taiwan and the United States. We do not sell products, hold insurance licences, or take a share of what we advise on.

01

Health systems for remote and Indigenous communities

Critical-care access in the places that test it: mountains, islands, Indigenous communities, and health systems under disaster or surge.

  • Telemedicine and remote-consultation programmes that connect a small hospital to a critical-care decision, from design to evaluation
  • Referral pathways and critical-care access for remote and Indigenous communities, informed by Taiwan’s mountain and offshore-island experience and by lived Atayal community life
  • Disaster, pandemic and surge planning for health organisations, drawing on Taiwan’s earthquakes, typhoons and pandemic response
02

Taiwan–US health partnerships

Strategy and execution for health-sector organisations working between Taiwan, the United States and the wider Asia-Pacific.

  • Hospital-to-hospital partnerships: observerships, training exchanges, joint programmes, credentialing and the paperwork that makes an MOU real
  • International patient programme readiness for Taiwanese medical centres with US-facing strengths, and clinical due diligence for US institutions choosing a partner in Taiwan
  • Market entry and partnership assessment for health companies, with the clinical side read as closely as the commercial one
03

Medical underwriting advisory

Independent physician opinion for life and health insurers whose underwriting decisions turn on a clinical judgement they cannot make in house, especially when the medical record is in Chinese.

  • Medical review and risk assessment of underwriting files, with a written opinion addressed to your medical director
  • Consultation to in-house underwriting and medical teams
  • Design and teaching of medical training for underwriters and other non-clinical professionals, from reading a medical record to reading an East Asian one

Underwriting only. We do not review travel, assistance or medical-expense claims, do cost containment or case management, or perform independent medical examinations or state-licensed peer review in the United States.

04

Teaching, research and expert input

What a university post and nineteen years of national data make possible.

  • Lectures, curricula and simulation design in disaster medicine, aviation and critical-care medicine, and injury prevention, for medical schools, hospitals and professional bodies
  • Research collaboration and study design in injury prevention, emergency access and public health, with Taiwan data and a US academic connection
  • Advisory boards, journal peer review, and expert input to public bodies and standard-setting groups

How we work

A written opinion, on a clock, at an agreed fee

Every enquiry is acknowledged within one business day, Taipei or US hours. Scope, fee and deadline are agreed in writing before work starts, and the deliverable is always something you can file.

Hourly · by the question

Consultation

A call or a short written note on a live question for your medical director, programme lead or board: what the record says, what the option costs clinically, which partner is credible.

Hourly, quoted within one business day

Monthly · by the role

Retained adviser

A physician adviser on call for a programme, a partnership or an underwriting team: a set number of hours a month, a standing weekly call, and the reports that come out of it.

Monthly retainer, scoped to the hours you need

Fees are fixed or hourly and never depend on the outcome. We hold no insurance licence and take no commission, referral fee or equity in what we advise on.

What a written opinion contains

  1. The question as your team put it, and how we understood it.
  2. What was reviewed: documents, data, site visits and interviews, and in which language, with what was missing.
  3. Findings, with the reasoning shown.
  4. Recommendations, in the order we would do them, with what each depends on.
  5. Limits of the opinion and what would change it.
  6. Signature: name, specialty, Taiwan licence, date, and the line “addressed to” your organisation.

Working across the Pacific

Why both sides matter

  • We read Taiwanese and Chinese-language records, guidelines and hospital documents ourselves, as physicians, and say what they mean against Taiwan NHI practice.
  • We know which Taiwanese hospitals do what, and who decides there; and we know how a US academic centre vets a partner.
  • We are working in Taipei when your Asian partner is awake, and in the United States often enough to sit in the room.
  • Every opinion is written in plain English, with Traditional Chinese on request.

Dr. Chen is a surgeon and critical-care physician who spent nineteen years, from 2005 to 2024, as Deputy Medical Director and researcher at Taiwan’s National Aeromedical Approval Center, the public body that decides which patients may be flown from Taiwan’s islands and mountains and under what conditions. The work combined bedside judgement with system design: approval criteria, review mechanisms and the statistics that show whether a programme is working. That public-system experience, and the data behind it, is what she now brings to health systems and researchers.

She has advised life insurers on medical risk, taught disaster and aviation medicine, and spoken at international medical meetings. She also holds a senior medical consulting role with an international medical-assistance organisation; MayaYumin Group does not take work that overlaps with that role.

She works in English and Mandarin, and divides her time between the United States and Taiwan, where she farms with her father on the family’s Atayal land. Mountain and Indigenous access to care is not an abstraction for her: it is where her own community lives.

What we do and do not do

Advisory, independent, and inside the line

We do

  • Advise organisations and licensed clinicians: health systems, Indigenous health services, hospitals, universities, insurers’ underwriting teams, public bodies and founders.
  • Address every opinion to your medical director, programme lead, board or research team, in writing, with the reasoning shown.
  • Read Chinese-language records, guidelines and hospital documents ourselves, as physicians.
  • Work under written confidentiality and data-protection terms: HIPAA business-associate terms for US covered entities, a GDPR data-processing agreement for European clients, and Taiwan’s Personal Data Protection Act for Taiwanese data.

We do not

  • Provide medical assistance, evacuation, repatriation, fitness-to-fly or transport services, or case management of any kind. For those, engage a medical-assistance company.
  • Review travel, assistance or medical-expense claims, or do cost containment. Our insurer work is underwriting advisory only.
  • Perform independent medical examinations, utilisation-review determinations or external reviews. Our opinions are advisory and create no physician-patient relationship. Dr. Chen is licensed in Taiwan and does not practise medicine in the United States.
  • Hold an insurance licence, take a commission, or accept fees that depend on the outcome. Records are returned or destroyed at the end of the engagement, and we say so in writing.
